Issue that the hotfix package fixes

This hotfix fixes the following issue that was not previously documented in a Microsoft Knowledge Base article:

A request handler uses the "yyyy-MM-ddThh:mm:ss.fffZ" format in the Timestamp field of the control messages on the Duet Request Handler server. This format encodes the hours in the 12-hour format (hh) instead of in the 24-hour format (HH). Therefore, the Microsoft CRM accounts folder may have duplicate entries.
