SP 51629: Enable "Add a Digital Signature" button in "Office" menu in Excel 2007

Details: When you open a document in Excel 2007, you may find that "Add a Digital Signature" button in "Office" menu is grey. The button is usually enabled by default and users do not normally change this. The issue may be caused by the modification of some registry key. This change will enable "Add a Digital Signature" button in "Office" menu in Excel 2007.
