SP 54744: The Explorer.exe process is not loaded at startup or reboot

Symptom: When you start or reboot your computer, items on the Desktop such as the Taskbar or icons are not displayed. You will only see the background wallpaper in Windows XP. If you are running Windows Vista, you will only see a black screen. This is a good indication that the Explorer.exe process was not started on your computer.
Resolution: This change will examine the system registry and modify the settings to restore startup of the Explorer.exe process on your computer.
Additional Information: Explorer.exe is the Windows Program Manager or Windows Explorer. It manages the Windows Graphical Shell including the Start menu, taskbar, desktop, and File Manager.
