SP 50274: Enable the “Download Manager” in Firefox

Symptom: The Firefox “Download Manager” does not display when a file download has completed.
Resolution: This change will modify the downloads.rdf file in the Firefox “Profiles” directory.
Additional Information: For this change to take effect, you must twice consecutively start and exit Firefox.
