SP 52180: Cannot scroll web pages with the arrow keys in Firefox

Symptom: Using the arrow keys on the keyboard to scroll a webpage no longer function.
Possible Cause: Caret Browsing may have been inadvertently enabled.
Resolution: This change will modify the Firefox settings to disable Caret Browsing.
Additional Information: The Caret Browsing feature places a movable cursor in the web page, allowing you to select text with the keyboard. For this change to take effect, you must twice consecutively start and exit Firefox.
