SP 52282: Cannot install themes or extensions in Firefox

Symptom: When installing a theme or extension, you are presented with an error message that the installation has failed.
Error Message: “Download Error -228”.
Resolution: This change will modify the Firefox settings to enable theme or extension installations.
Additional Information: For this change to take effect, you must twice consecutively start and exit Firefox.
