SP 52580: Enable disk cache in Firefox

Symptom: When disk caching is disabled in Firefox, you may experience difficulty installing themes or extensions.
Resolution: This change will modify the Firefox settings to enable disk caching.
Additional Information: For this change to take effect, you must twice consecutively start and exit Firefox.
