SP 52595: Enable memory cache in Firefox

Symptom: When memory caching is disabled in Firefox, web pages will not be displayed.
Resolution: This change will modify the Firefox settings to enable memory caching.
Additional Information: For this change to take effect, you must twice consecutively start and exit Firefox.
