SP 52711: The Download Manager does not start immediately when downloading a file in Firefox

Symptom: When downloading files in Firefox, there is a delay period before the Download Manager is displayed.
Resolution: This change will modify the Firefox settings to decrease the Download Manager delay time.
Additional Information: For this change to take effect, you must twice consecutively start and exit Firefox.
