SP 51782: Enable Drag-and-Drop in Internet Explorer

Symptom: When you perform a Drag-and-Drop operation in Internet Explorer, the selected files or text do not transfer to the target destination.
Resolution: Modify the system registry settings to enable Drag-and-Drop operations in Internet Explorer.
