SP 50840: Fix unavailable menu: "E-mail Accounts" under "Tools"

Details: When you click “E-mail Accounts” under “Tools” in outlook, you may receive the following error message: The feature has been disabled by your system administrator. This issue is caused by some restrict registry key. The change will enable “E-mail Accounts” feature for you.
