SP 51884: Restore the local port print monitor

Details: This change modifies the system registry to restore the default system settings for the local port print monitor (Localspl.dll).

1. Enable TCP/IP printer ports
2. Enable file and printer sharing through the firewall
3. Enable internet printers
4. Enable the Print Spooler service
5. Printer status is set to “Offline”
