SP 51867: Restore the Windows Installer Service

Symptom: When you try to remove a software application, an error message is presented.
Error Message: “The Windows Installer Service could not be accessed.”
Resolution: Modify the system registry settings to restore the default value for the path to the Windows Installer Service binary (Msiexe.exe).
