SP 52527: Enable the Windows Installer Service

Symptom: When you try to install a software application, error messages may be displayed that the installation has been stopped.
Error Message: “This installation is forbidden by system policy. Contact your system administrator.”
Error Message: “1607: Unable to install InstallShield Scripting Runtime.”
Resolution: Modify the system registry settings to enable the Windows Installer Service.
