SP 54231: Unable to recognize usb device

Symptom: All usb devices can’t be recognized. In the device manager the usb device will get error code, like 41, 19, etc.
Error Message: Error code 41, 19, etc. on device manager.
Resolution: This recommendation will fix this issue.
