SP 50605: Enable the Windows Audio service

Details: This change modifies the system settings to start the Windows Audio service. If the audio service is not running, you will receive an error when trying to play sounds. For example, Windows Media Player will show the message “Windows Media Player cannot play the file because there is a problem with your sound device.”
