SP 51291: Windows Media Player does not prompt user to back up the licenses

Symptom: When using Windows Media Player, you will notice that you are no longer prompted to backup licenses. Improper user settings may have caused this problem.
Resolution: This change will examine the system registry and modify the settings to enable Windows Media Player to prompt the user when backing up licenses.
