SP 51515: Cannot add or remove Toolbars in Windows

Symptom: When you right-click on the Taskbar and select the “Toolbars” item in the context menu, you will not be able to add or remove toolbars from the Taskbar. Other applications will also not be able to add toolbars.
Resolution: This change will examine the system registry settings and modify the settings to enable you to add/remove toolbars.
