SP 51516: Toolbars cannot be dragged to the Taskbar

Symptom: When you attempt to drag a toolbar to the Taskbar, the operation fails due to group policy settings.
Resolution: This change will examine the system registry and modify the group policy settings to enable the Toolbar dragging function.
