SP 51527: Cannot run 16-bit applications in Windows

Symptom: When you attempt to use a 16-bit application or install an application that uses a 16-bit installation program, Windows Vista prevents the application from starting.
Resolution: This change will examine the system registry and modify the group policy settings to enable the use of 16-bit application.
