SP 51661: The “All Programs” item is missing from the Start Menu

Symptom: When you click on the Start Menu, you will find that there is no “All Programs” item in Start Menu.
Resolution: This change will examine the system registry and modify the group policy settings to restore “All Programs” in the Start menu.
