SP 51764: The Windows Movie Maker cannot be started

Symptom: When you try to start the Windows Movie Maker, an error message is displayed and the program fails to start.
Error Message: “This program is blocked by a group policy. For more information, contact your system administrator.”
Resolution: This change will examine the system registry and modify the group policy settings to enable the Windows Movie Maker program.
