SP 51793: Cannot install Gadgets in the Windows Sidebar

Symptom: The Windows Sidebar does not extract or install any Gadgets that have not been digitally signed.
Resolution: This change will examine the system registry and modify the group policy settings to enable installation of unsigned Gadgets in the Windows Sidebar.
