SP 51871: Cannot install programs from a networked device.

Symptom: When you try to install a program on a Windows Vista-based computer by using the “Install a program from the network” item in Control Panel, an error message is displayed and the installation process fails.
Error Message: “Error 1601. Could not access network location user\AppData\...\...”
Resolution: This change will examine the system registry and modify the settings to enable program installations from a networked device.
