SP 52021: The Display Language option is missing from the Regional and Language Options page

Symptom: When you open the Regional and Language Options page, and select the Keyboards and Languages tab, the Display Language option to change the user’s menus and dialogs language is missing.
Resolution: This change will examine the system registry and modify the group policy settings to restore the Display Language option.

1. Active Desktop components are missing and cannot be added
2. Cannot change the Display Language in Windows
3. Cannot change “Display” settings in Windows
4. Cannot enable or disable Active Desktop or change the Active Desktop configuration
