SP 52023: Cannot change the Display Language in Windows

Symptom: When you open the Regional and Language Options page and select the Keyboards and Languages tab, you will find that you are unable to change the display language because the language selection dropdown box is disabled.
Resolution: This change will examine the system registry and modify the group policy settings to enable the language selection dropdown box.
