SP 52024: Cannot change the Desktop Wallpaper

Symptom: When you try to change your Desktop Wallpaper in Windows Vista, you may find this function has been disabled.
Resolution: This change will examine the system registry and modify the group policy settings to enable the Desktop Wallpaper function.
