SP 52033: Cannot adjust Toolbar properties

Symptom: When you attempt to modify a Toolbar, you are prevented from making any changes such as moving, resizing, or repositioning items.
Resolution: This change will examine the system registry and modify the group policy settings to enable modification of the Desktop Toolbars.
