SP 52035: The “Lock the Taskbar” item is grayed out in the Taskbar context menu

Symptom: When you right-click on the Taskbar, you will find that the “Lock the Taskbar” item is grayed out in the Taskbar context menu.
Resolution: This change will examine the system registry and modify the group policy settings to enable the “Lock the Taskbar” item in the Taskbar context menu.
