SP 52037: Cannot reorder or remove items in the Start Menu

Symptom: When you right-click on an item in the Start Menu, the context menu for that item is not displayed. Also, you cannot use the drag-and-drop method to reorder or remove items in the Start Menu.
Resolution: This change will examine the system registry and modify the group policy settings to enable modifications to the Start menu.
