SP 52046: Features are not listed in the "Windows Features" dialog

Symptom: When you try to install Windows Vista updates or components, you may experience the following symptoms: 1) when you try to install an update using the Windows Update Web site, you receive an error message and the update fails to install. 2) When you select “Turn Windows features on or off” in "Control Panel => Programs and Features" page, the Windows Features dialog box is empty.
Error Message: “error code “0x80073712.”
Resolution: This change will examine the system registry to locate and modify the settings to restore the list of features in the Windows Features dialog.
