SP 50040: The Control Panel has been disabled

Symptom: When you select “Start => Control Panel”, the Control Panel does not open and an error message is displayed.
Error Message: “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.”
Resolution: This change will examine the system registry and modify the group policy settings to enable the Control Panel.

4. Cannot enable or disable Active Desktop or change the Active Desktop configuration
