SP 50366: The “Set Program Access and Defaults” item is missing in the Start menu

Symptom: When you click on “Start”, the “Set Program Access and Defaults” item is missing in the “Start Menu”.
Resolution: Modify the Group Policy settings in the system registry to restore the User Name at the top of the “Start Menu”.
