SP 50424: Cannot start the “Taskbar and Start Menu Properties” dialog box

Symptom: When you right-click on the Taskbar and select the “Properties” item in the context menu, the “Taskbar and Start Menu Properties” dialog box fails to be displayed.
Resolution: This change will examine the system registry and modify the settings to enable the “Taskbar and Start Menu Properties” dialog box when you select the “Properties” item in the Taskbar context menu.
