SP 50451: Cannot “Set Program Access and Defaults” on your computer

Symptom: When you start the “Control Panel => Add or Remove Programs” applet, you will notice that the “Set Program Access and Defaults” icon is missing from the left column of the “Add or Remove Programs” applet window. This condition will prevent you from setting program access and defaults on your computer.
Resolution: This change will examine the system registry and modify the settings to restore the “Set Program Access and Defaults” icon in the “Add or Remove Programs” applet.
