SP 50457: Cannot change “Display” settings in Windows

Symptom: When you attempt to start the “Display” control panel by either selecting “Start => Control Panel => Display” or by selecting “Properties” from the Desktop context menu, the “Display” control panel does not start and an error message is displayed.
Error Message: “Your system administrator disabled the Display control panel.”
Resolution: This change will examine the system registry and modify the settings to enable the “Display” control panel.
