SP 50465: Cannot set the Desktop background in the “Display Properties” dialog

Symptom: When you start the “Control Panel => Display” applet and select the “Desktop” tab, you will find that the option to set the background image has been disabled.
Resolution: This change will examine the system registry and modify the settings to enable the Desktop background option in the “Display Properties” dialog.
