SP 51772: Restore the “Open with Control Panel” action for a CPL file

Details: This change modifies the system registry to restore the default “Open with Control Panel” action for a Control Panel extension (.cpl) file. If no “Open with Control Panel” action is present then a right-click on a Control Panel extension will bring up a context menu that is missing a “Open with Control Panel” menu item.
