SP 51773: Restore the “Run as” action for a CPL file

Details: This change modifies the system registry to restore the default “Run as” action for a Control Panel extension (.cpl) file. If no “Run as” action is present then a right-click on a Control Panel extension will bring up a context menu that is missing a “Run as” menu item.
