SP 51779: Restore the “Author” action for a MMC file

Details: This change modifies the system registry to restore the default “Author” action for a Microsoft Management Console (.msc) file. If no “Author” action is present then a right-click on the console file will bring up a context menu that is missing an “Author” menu item.
