SP 51781: Restore the “Run as” action for a MMC file

Details: This change modifies the system registry to restore the default “Run as” action for a Microsoft Management Console (.msc) file. If no “Run as” action is present then a right-click on the console file will bring up a context menu that is missing a “Run as” menu item.
