SP 51785: Restore the “Open” action for a VBScript file

Details: This change modifies the system registry to restore the default “Open” action for a Visual Basic Script (.vbs) file. If no “Open” action is present then a right-click on the script will bring up a context menu that is missing an “Open” menu item.
