SP 51810: Restore the “Open with Command Prompt” action for a Windows Script File

Details: This change modifies the system registry to restore the default “Open with Command Prompt” action for a Windows Script File (WSF file type). If no “Open with Command Prompt” action is present then a right-click on the script will bring up a context menu that is missing an “Open with Command Prompt” menu item.
