SP 52709: Restore original icons to application files (.exe) in Windows

Symptom: When viewing application files (.exe) or application shortcuts, each application will have a common icon assigned to it. In most cases, a unique icon is assigned to each application file.
Resolution: Modify the system registry settings to restore original application icons.

1. Active Desktop components cannot be added
2. Cannot use other image formats as a Desktop background
3. Disable Screen Saver password protection
4. Display “Language” bar on the Desktop
5. Enable User settings to be saved in Windows
