SP 52860: Pressing the “Shift” key is required to unlock capitalization

Symptom: When unlocking the Caps Lock keyboard feature, you are required to press the “Shift” key to unlock capitalization.
Resolution: Modify the system registry settings to enable the single “Caps Lock” key to toggle between lock and unlock.
