SP 52940: Enable Toolbar display in Windows

Symptom: When you right-click on the Task bar and select “Toolbars=>Quick Launch” submenu, the toolbar fails to be displayed and an error message is presented.
Error Message: “Cannot create toolbar.”
Resolution: Modify the system registry settings to enable displaying of Toolbars on the Windows Desktop.
