SP 53017: Icons are duplicated on the Desktop

Symptom: When you create or copy an icon to the Desktop, a second identical icon is also created on the Desktop. If you delete one of the icons, the other will also be deleted.
Resolution: This change will examine the system registry and modify the settings to prevent duplication of icons created on the Desktop.
