SP 53078: Items in the Startup folder are not launched during startup.

Symptom: When you start your computer, you will notice that the items in the Startup folder are not launched during the startup process. You may also find that some folders not assigned to the Startup folder are opened during the startup process.
Resolution: This change will examine the system registry and modify the settings to enable Startup folder items to be launched at startup.
