SP 53134: Enable changes to the User Account in Windows

Symptom: When you try to change the User Account picture (displayed in Welcome Screen and the Start Menu) via User Accounts in “Start -> Control Panel”, an error message is displayed.
Error Message: “Automation server can’t create object.”
Resolution: Modify the system registry settings to enable User Account changes.
