SP 53275: Power schemes are missing from the Power Options Properties dialog

Symptom: When you open “Control Panel => Power Options” to view or modify settings in the Power Options Properties dialog, you will find that all power schemes are missing from the drop-down list of power schemes. By default, six system-default power schemes should at least be listed in the drop-down list.
Resolution: This change will examine the system registry and modify the settings to restore the default power schemes to the power scheme drop-down list.

1. Active Desktop components are missing and cannot be added
2. Cannot change the Desktop Wallpaper
3. Cannot change the Display Language in Windows
4. Cannot enable or disable Active Desktop or change the Active Desktop configuration
5. Cannot install programs from a networked device.
